The city of Sacramento was built next to a river, in a floodplain. Nice easy access for goods and transport, but not so nice on those few occasions when it rained. You can date houses by the height of their first floor. Now there is a levee to keep the river from flooding, so this practice is discontinued. I didn’t include pictures of new houses, which actually have entrances at the ground floor.
